You install the widget by double-clicking it, open it preferences pane (on a backside, by clicking "i" letter on the front), enter page address you would like to check and click "ok". Every time you open a dashboard, the widget tries to download the page and compare it to the previous version it seen. If it doesn't match, widget changes it's color. Unfortunately, I've stopped development of this widget while ago, so there is no new versions, frequency checks and other nice things it could have. Very simple.
